Qatar said it’s considering establishing full diplomatic relations with Israel. The establishment of a Palestinian state would not be a condition of the upgrade in relations, Qatar’s foreign minister, Sheik Hamad bin Jassim bin Jabor Al-Thani, told Israeli Foreign Minster Silvan Shalom at a meeting Thursday at the United Nations, a spokesman for Shalom told JTA.
