Rabbi Jonah B. Wise, national chairman of the American Jewish Joint Distribution Committee’s campaign, declared that Dr. Frankel was one of the “vital forces in the national and international relations and social work amongst Jews. He will be particularly missed by the Joint Distribution Committee, both from the standpoint of its problem of organization in America and administration in Europe. He was one of the pioneers of the movement and devoted himself especially to the complicated and crucial health problems which the Joint Distribution Committee had to face in practically every country in which it was engaged in work.

“It was almost entirely due to Dr. Frankel’s knowledge and energy that the enormous problem of hygiene and health relief was organized for the millions of Jews in Eastern Europe. At the time the work began, there were practically no modern methods or means of fighting the variety of diseases prevalent, of which typhus was probably the most dangerous.

“Dr. Frankel remained as the guiding spirit of this particular part of the work until his death, and the Joint Distribution Committee will have to seek for a long time for a person who unites his experience, personality and rare ability. His death is a lose not only to the field of work in which he was professionally engaged, but a frightful blow to the enormous program which the Jews in America are responsible for in helping their millions of fellow-Jews in Eastern Europe.”
