Reliable sources said here today that U.S. Secretary of State William P. Rogers has offered to play a tape recording of a telephone conversation between himself and Soviet Ambassador Anatoly F. Dobrynin to refute Moscow’s contention that the Soviet Union was not a party to the Israel-Egyptian cease-fire agreement. According to the sources, the Russians have not yet responded to the offer. It was also learned that the U.S. has indicated it would be satisfied with less than total removal of the missiles from the truce zone but that the Soviet Union has rejected this.
