Rumors have been current in political circles here that the Inquiry Commission would present a majority report signed by the chairman, Sir Walter Shaw, R. Hopkin Morris and Sir Henry Betterton, while Harry Snell would offer a minority report. There is reason to believe, however, that the report which will be presented to Lord Passfield, Colonial Minister, is unanimous but that Harry Snell has made certain reservations.

Informed circles are of the opinion that the report has undergone changes in a number of points since its original drafting and that it will be as much of a surprise for the Arabs as for the Zionists.
