Newspaper reports here said today that Russia has decided to open immediately consulates in Jerusalem and Tel Aviv. quoting dispatches from Istanbul, the reports stated that three members of the Soviet Embassy staff in that city have been ordered to proceed to Palestine to establish the two consulate offices.
