Secretary of State Dean Rusk urged the Senate Immigration Subcommittee this weekend to end the national origins immigration quota system because it disturbs relations with foreign peoples and is outmoded.
Mr. Rusk told the Subcommittee that the discriminatory quota system was outdated by the Displaced Persons Act of 1948, Refugee Relief Act of 1953, and the “Fair-Share” Refugee-Escapee Act of 1960. However, foreign nationals still judge the United States by the basic laws which discriminate on the basis of national origin, Mr. Rusk testified. He voiced support for the pending Administration Immigration Reform Bill sent to Congress by President Lyndon B. Johnson.
