Boris Smolar, chief European correspondent of the Jewish Telegraphic Agency, and Dr. James Bernstein, European director of the HIAS-ICA Emigration Association, arrived here today from Bordeaux. Dr. Bernstein will study the possibilities of transferring HIAS-ICA operations to Lisbon.
