Syria has not improved its record since U.S. sanctions were introduced in May, a top State Department official said. “I think they’ve not made any fundamental decisions to be a much more positive player in the region,” Richard Armitage, the U.S. deputy secretary of state, told the London-based, Arabic-language newspaper Al-Hayat last week.
