Syria suggested to Israel that they set up a site on the Golan Heights where Druse from opposite sides of the border can meet and talk. Until now, the villagers have had to shout across the cease-fire line from a distance of hundreds of yards. Israel sees the overture from Damascus, made through the International Red Cross, as reflecting Syria’s intention to resume stalled peace talks.
