A member of the Israeli delegation to the International Human Rights Conference, recently held in Teheran, warned here that Israel’s enemies — principally the Arab states and Soviet Russia — are trying to create a climate that could lead to Israel’s expulsion from the United Nations. Judge Zeev Zeltner said that such a campaign was indicated by the behavior of the Soviet and Arab delegates at the UN-sponsored conference that was supposed to discuss ways of improving and broadening human rights all over the world. From the beginning of the conference until its closing session, the Arabs and the Soviets were preoccupied with anti-Israel resolutions, Judge Zeltner said. They succeeded in pushing through a resolution denouncing Israel for the alleged violation of the human rights of Arabs in the occupied territories. The Russians and Arabs kept interrupting Israeli speakers to such an extent that they hardly managed to speak, Judge Zeltner said. Throughout the session they tried to depict Israel as a cruel and ruthless oppressor, he declared.
