U Thant bid formal farewell to the United Nations today by asserting that it was “imperative” that Security Council Resolution 242 be “fully implemented.” The “long-standing problem of the Middle East,” said the outgoing Secretary General, was first on the list of the UN’s “unfinished business.” Thant, who leaves office Dec. 31, praised his successor, Kurt Waldheim of Austria, as a “capable” man who is “held in high esteem by all those who have come to know him.” Apart from his “well-known diplomatic ability.” Thant added, “he has also shown a special talent for conciliation.” (See separate story P. 3)
