The Drivers Licensing Authority has provided temporary employment for a number of immigrants from the Soviet Union. Their assignment is to inspect the licenses produced by fellow emigres and weed out the forgeries. Apparently only a Russian can spot the fakes that have been cropping up with each group of new arrivals.
