The European Union cautiously backed Ariel Sharon’s plan to withdraw from the Gaza Strip. In a statement released Thursday shortly after the Israeli prime minister’s meeting with President Bush, the E.U.’s foreign policy chief, Javier Solana, said he welcomed the proposals as “an opportunity to restart the implementation of the ‘road map’ ” peace plan.
