The European Union says it is prepared to refer Iranian nuclear activity to the U.N. Security Council for sanctions. In a statement Thursday the “E.U.-3” — Britain, France and Germany, the countries that have been negotiating with Iran — say Iran technically was liable for referral to the Security Council last summer when it resumed uranium conversion.
