The families of two Tel Aviv cafe owners kidnapped and killed in the West Bank town of Tulkarm three months ago are suing Palestinian Authority President Yasser Arafat and the Palestinian Authority for some $5 million in damages. In a suit filed in a Jerusalem court, the families of Moti Dayan and Etgar Zaituni said the Palestinian Authority encouraged violence and murder.
