The leader of a Palestinian group opposed to the Oslo peace process said Thursday he would step down. At the same time, George Habash said the Popular Front for the Liberation of Palestine would resume its armed struggle against Israel if the final-status talks do not result in the Jewish state’s willingness to grant Palestinian refugees the right to return.
