The president of Switzerland called on President Clinton to block threatened sanctions against Swiss banks. In a letter to Clinton, Flavio Cotti said sanctions were “unjustified, unlawful and counterproductive.” Several U.S. states and cities are calling for the sanctions if the banks do not settle Holocaust-era claims against them.
