The top U.S. envoy to the Middle East is meeting with Israeli and Palestinian leaders and detecting momentum in the peace process, the State Department said. David Welch, the assistant secretary of state, is “helping to support follow-up activity to the Gaza withdrawal,” spokesman Adam Ereli said Tuesday.
