The projects, for a desalination plant and a water carrier, will be placed on hold.

A rabbi led prayers at the National Day of Prayer. Rabbi Tzvi Hersh Weinreb, the Orthodox Union’s executive vice president, joined a Protestant minister and a Catholic priest in leading prayers Thursday at a convocation hosted by President Bush. Weinreb read from Psalm 67, beginning “May God be gracious to us and bless us and make his face to shine upon us, that your way may be known upon earth, your saving power among all nations.”
