Two Israeli human-rights groups accused the government of a “policy of strangulation” against Palestinians in the Gaza Strip. The 100-page report published Tuesday by B’Tselem and HaMoked disagrees with Israel’s assertion that after its forces withdraw from Gaza this summer, it will no longer have legal responsibility for the coastal territory.
