The Social Committee of the United Nations General Assembly this week-end voted for a complete revision of the draft covenant on human rights because the committee decided that the document did not include the “most elementary rights.”
The committee’s decision, which now goes to the Assembly for action, calls for inclusion of the right of individuals and groups to petition the U.N. on viclations of human rights. Some countries, including the United States, prefered not to include any such provision at this time, but the Committee specifically asked that consideration be given to special provisions in the covenant, or separate protocols, so that individuals and non-governmental organizations could submit petitions.
