The draft convention on genocide prepared by the U.N. secretariat seems doomed to remain in the U.N. files as a result of the disinclination of the Committee on International Law to grapple with the problem. At today’s meeting the committee almost unanimously opposed a Polish proposal that immediate action be taken to draw up a convention, declaring that nothing can be done until their respective governments state their positions.
