U.N. Secretary-General Kofi Annan held separate talks over the weekend with Israeli Prime Minister Ariel Sharon and Palestinian Authority President Yasser Arafat as part of efforts to cement a cease-fire agreement. Sharon told Annan that Israel will not start the clock on a six-week “cooling-off” period until there is a complete halt to Palestinian violence.
