Eric Johnston, President Eisenhower’s personal envoy, has turned down an Israeli proposal for inclusion of the waters of the Litani River in Lebanon in the regional water development scheme being discussed by the United States team headed by Ambassador Johnston and the Israeli ministerial committee led by Premier Moshe Sharett, it was learned here today.

The Israel Cabinet met this morning to hear a report from the ministerial committee on the course of negotiations. It is understood that the talks will be completed tonight, although there has been a complete news blackout from the sessions with communiques merely announcing that the talks continue.
