U.S. Sen. Bill Frist (R-Tenn.) introduced a nonbinding resolution on the Senate floor calling on the United States not to participate in the U.N. Human Rights Council. The Senate majority leader, who is believed to be considering a run for president in 2008, is gathering co-sponsors for the resolution before he brings it to the floor.
