The United Nations Genocide Convention, outlawing the mass extermination of people because of race or religion, will go into effect tomorrow. The plan to outlaw genocide was originated by Dr. Raphael Lemkin, a Polish Jew whose family was annihilated by the Nazis. Dr. Lemkin is a professor of international law at Yele University.
