The World Zionist Congress Commission on Fundamental Problems, last night adopted for presentation to the full Congress a resolution calling for the Government of Israel to work in consultation and co-ordination with the World Zionist Organization on all its activities involving the Jewish communities abroad.
The Commission also adopted a resolution asking that the government consult in advance with the Zionist movement on all legislation affecting the activities of the World Zionist Organization, the Jewish Agency and its assets and obligations in Israel, The group also suggested that on the basis of the special status to be granted the Zionist movement by the Government of Israel, the Jewish Agency will be authorized to act in spheres which will be determined from time to time in separate agreements with the Israel Government.
It outlined the spheres of activity for the near future as follows: organization of immigration and transfer of the immigrants and their assets to Israel; participation in the work of absorption of the immigrants; youth immigration; development of agricultural settlements; acquisition and reclamation of land by the Jewish National Fund; participation in development projects; fund-raising in Israel and abroad.
The Congress’ Political Commission has decided to recommend adoption of a resolution stressing “the urgency of strengthening the national consciousness of the Jewish communities, of organizing them on a democratic pattern” and of defending their rights.
The Commission on Information has decided to recommend the establishment of a central information institution to deal with the activities of the Jewish Agency, the Jewish National Fund and the Keren Hayesod, fund-raising arm of the Agency. The J.N.F. will continue to maintain its special, autonomous educational department, but it will work in cooperation with the central information set-up.
The Committee on Culture and Education has decided to establish facilities for training kindergarten teachers in Israel and for training Jewish instructors from abroad in special courses to be held both in the summer and throughout the normal academic year. Also, the committee suggests that special seminars be held in various Jewish communities abroad and that Israeli teachers be sent to work in these Jewish communities. It projected a program for adult education in Hebrew in London, Paris and Brussels and the annual proclamation of a “Hebrew Month” in Jewish communities throughout the world.
