Anas Haj Yehiye, 35, had planned to form an Islamic State cell in Israel in order to commit acts of terrorism there and attempted to recruit others, according to the Shin Bet security service.
The rockets fired on Monday came a day after the Islamic State, or ISIS, claimed that an Israel Air Force unmanned aerial vehicle on Saturday struck and killed at least four of the group's members.
