The Vienna “Morning Journal” contains a report that the Soviet has ordered the Jewish Commissariat revived.

This action is said by the paper to be part of a comprehensive plan to develop a council of nationalities.

There have been other reports of a similar nature regarding the recognition by the Soviet of the Jews as a distinct nationality among the other nationalities comprising Soviet Russia. Preceding reports have lent color to the theory that the Soviet aims to constitute itself a Federated union of nationalities.
