Cultivation of tobacco on Jewish estates in Palestine continues to be one of the greatest employment providers and a shortage of workers in baling the leaf is as noticeable as it was during the planting and packing seasons. The Treasurer of the Palestine Zionist Executive, in his October report, pointed out that the baling of tobacco which was soon to commence would require 1,000 Jewish workers. As this number was not available the Palestine Zionist Executive decided to bring 700 Chaluzim to Palestine immediately.
