The optimistic reports submitted to the conference of Jewish sections of the Communist party in session here were not corroborated by the detailed report of the provincial delegates. The secretaries of the local sections, who reported on the situation in the provincial towns were in direct contradiction to the report of Tchemerisky.

The local authorities are often interfering with the educational activities of the Jewish sections, they stated. The number of Yeshivahs is growing, they reported.

The enactment of a new law depriving artisans who employ assistants of the right to participate in the elections, is reported to have made a bad impression upon the Jewish artisans. It is believed that this limitation may cause them economic hardships.
