Deputy Isaac Gruenbaum, president of the Club of Jewish Deputies, speaking in behalf of the Club during the general debate on the government budget for 1928-29, lashed the government for its economic policy and for its attitude toward Jewish problems.
The present budget as proposed represents an exploitation of the Jewish population in Poland, he asserted. The main burden of taxation rests on the urban population, thus bringing out the fact that the Jewish population pays 40 per cent of the revenues of the State Although this is the situation, the Jewish communities, through their Kehillahs, are compelled to perform social and educational functions which are properly the duty of the government. In government offices there are almost no Jewish employes. In the government secondary schools, only 6 per cent are Jewish pupils. In the colleges a de facto application of a numerus clausus is in existence. The fiscal policy of the government must inevitably lead to the economic ruin of the Jewish population, Deputy Gruenbaum declared in his address before the Sejm.
