The agreement between the American Icor and the Comzet in Soviet Russia, giving the Icor the right to conduct relief work in Russia, was ratified today by the Sovnarcom, the Council of Soviet Commissars.
The Sovnarcom of the Ukraine devoted a special session to the question of the declassed Jews. At this session it was decided to undertake a number of measures in order to help the declassed Jews out of their critical economic situation.
The relief measures adopted are: To develop the artisan industries in the cities populated by Jews; to create special funds for cooperating with the constructive plans of the declassed Jews; to provide the Jewish Artels with the maximum of raw material as well as to organize new textile enterprises; to strengthen the Jewish credit banks where Jewish artisans secure their credit.
Other measures include: To organize a number of short-term courses for qualifying the Jewish youth for different professions; to instruct the local authorities that they systematically help the Jews to settle on land; to strengthen the Jewish relief organizations; to fight the excessive taxes on Jewish arti-sons; to instruct the government inspectors that they put these measures into effect.
