Salmon O. Levinson, author of the plan for the “Outlawry of War,” who has been suggested for the Nobel Peace Prize, was honored here at a banquet tendered tonight at Congress Hotel by the Chicago Sinai Congregation of which he is a member.

Senator William E. Borah was the principal speaker. His subject was “The importance of the Kellogg Pact to the United States and its effect on European relations. It was Mr. Levinson’s plan for the “Outlawry of War” which formed the basis for the Kellogg Peace Pact.
