A protest against the resolution of the Zionist General Council authorizing the Zionist Executive to convene the Jewish Agency constitution meeting in Zurich following the Zionist Congress, was voiced by Isaac Gruenbaum at the final session of the General Council. He claimed that the resolution was illegal, since it is contrary to the resolutions of the Zionist Congresses and of the previous decisions of the General Council. It will need the ratification by the Zionist Congress, he declared.

Other members of the Council rejected the charge of illegality.
