The project to develop the silk industry, providing employment for Jews in the small towns, was accepted in principle by the Ukrainian Industrial Council, and a department formed to bring the plan to fruition, following a consideration of the subject by the Council.

Experts present gave assurances that the Ukrainian climate is suitable for growing the mulberry bushes to feed the silk worms. The employment of 80,000 workers during the coming five years would result from putting the plan into operation, it was stated.
