The question of the viewpoint of the Jewish Agency for Palestine toward the Permanent International Court at The Hague is discussed in a book issued recently in Paris, the author of which is Dr. N. Feinberg, prominent Jewish jurist of Palestine, who is also the author of a history of the minority question at the Peace Conference.
Dr. Feinberg’s latest work deals with a series of questions relating to the interpretation of the Palestine Mandate. Particular emphasis is placed upon the question as to the extent of jurisdiction of the Hague Court with reference to the Mandatory Powers, and the duties of the Mandatories.
Dr. Feinberg also presents a thorough judicial analysis of the three verdicts pronounced by the Hague Court in the so-called Mavrommatis case in which the Greek citizen, Mavrommatis, tried to have annulled the electrification concession of Pincas Rutenberg, claiming that he himself had been awarded the concession before the war by the Turkish Government.
