An ingenious method of extracting money from Jews by threatening to arouse White Russian sentiment against them is being practiced by Chinese bandits.

The bandits kidnapped two Russian watchmen employed in the oil factory of a Jew named Jacob Kabalkin.

The kidnappers thereupon demanded $20,000 ransom from Kabalkin. If this is refused, they threatened, the watchmen will be murdered and White Russians will be aroused to excesses against the Jews.
