A second five year plan for the development of the Far Eastern Region of Bira Bidjan, where ultimately a Jewish republic is to be established, has been drawn up by the All-Soviet government planning commission.
The plan provides for the settlement of 300,000 new immigrants by 1937, of whom no less than 50 to 60% shall be Jews.
The cultivation of an area of 250,000 hectares of land is called for. The budget for the Bira Bidjan Five Year Plan is tentatively set at 1,230,000,000 roubles, but is subject to modification.
According to the present plan 263,000,000 roubles would be expended for agriculture; 647,000,000 roubles for industrialization and electrification; 8,500,000 roubles for artisans shops; 85,000,000 roubles for education; 29,000,000 roubles for health and sanitation; 17,000,000 roubles for scientific research; 181,000,000 roubles for railway construction.
