The delay in the passage of the ordinance is due to the strong opposition to it both from Jewish and Arab sources. The government is compelled to take this opposition into consideration and lengthy negotiations will therefore have to be conducted.
This delay will bring about a corresponding delay in the creation of a Legislative Council, it is pointed out.
