At the request of Secretary of Labor, Doak, Congressman Samuel Dickstein, of New York, as Chairman of the House Immigration Committee, has introduced a bill to make it possible for an alien temporary visitor to change his status and obtain permanent admission without leaving the country, as heretofore has been necessary.
Under Dickstein’s bill, such alien would apply to any immigration office in the United States, and if he could show that he is entitled to permanent admission in accordance with immigration laws, would be entitled to a change of status without the production of an immigration visa. It is necessary at present to take a trip abroad to obtain such a visa from an American consul and then face immigration inspectors, in addition, upon returning.
The fact that the request for this bill came from the Secretary of Labor, is regarded as a favorable indication. So far as is known, however, the State Department has not yet expressed its position regarding this proposed legislation.
Chairman Dickstein, likewise, at the request of the Labor Department, has introduced two additional bills, one to extend the time for legalizing the entry of aliens because of inability to prove their lawful admission, and the other to liberalize the deportation of aliens who become a public charge.
