An effort to prevent discussion of the question of German refugees at the League of Nations Assembly on the basis of proposals by the Dutch, was made by German delegates at a closed session of the assembly, newspapers published here disclosed last night.
The German delegates suggested a new plan that the refugee problem is not a matter for the League but for direct negotiations with countries concerned, including Holland, France, Poland, Czechoslovakia and others.
