The question remaining to be solve is what form of action the League of Nations can take beside providing passports for the refugees. Sentiment is strong among many of the delegates for appointment of a League hight commissioner or commission to supervise the work in all its aspects. Germany’s position would be a strong factor in the work since the German export of currency and property regulations create the chief problem and are responsible for the destitution of many of the victims from persecution.
