The Senate of the city of Bremen instructed all notaries to report every Jewish transaction involving real estate. In explanation of this step, the Senate stated that it was necessary to check the sale of property by Jewish owners, who sold to foreigners and thus transferred their money abroad, evading the law. which forbade the taking of large sums out of Germany.

Reports from the notaries will enable the Senate to check whether money realized from such sales remains in Germany.
