Dr. James Bernstein, European director of the Hebrew Sheltering and Immigrant Aid Society, will proceed to Lausanne for conferences there on the German refugee situation as representative of the Hicem, the joint organization for Jewish immigration and emigration work, the Jewish Telegraphic Agency was informed today.
