The present abnormal conduct of Germany is not the mark of criminality, but of a mental illness due to causes for which Germany is not solely responsible, said Dr. Samuel McCrea Cavert, general secretary of the Federal Council of the Churches of Christ in America, in an address here.

“I would urge our people to reflect that the Nazi movement is in considerable measure the outgrowth of the policies of Western nations toward Germany since the war. No one attempts to deny that the officially promulgated policies of ousting Jews from postitions in public life is a coldblooded procedure that is taking place on a large scale.

“The chief defense which thoughtful Germans make for the anti-Jewish policy is two-fold. First, since the war, as a result of Germany’s immigration policy, Jews have flocked from Poland and Galicia and have over-run certain professions, especially law and medicine. As a result of such competition, many non-Jews who have graduated from universities have been unable to find professional openings. Secondly, it is insisted that the Jews represent an alien influence on German culture and through their strong position in the press, movies, theatre and literature, make it difficult if not impossible to preserve a clear consciousness of the different worth of Germany’s historic herttage.”
