In order to provide for Passover observances and services for all German Jews, particularly those in isolated townships and villages, the Prussian Federation of Jewish Communities circulated all its members and also urged federations in other German states to arrange for “sedarim” wherever possible, in homes, inviting guests and otherwise concentrating the Jews of several small places in the nearest town.

The federation urged that particular attention be paid to young people undergoing new occupational training and those employed in isolated places. They also stressed the need for providing for older people with no Jewish affiliations.
