The new “corporative Austrian state” is to be promulgated on Easter Sunday, by Chancellor Engelbert Dollfuss, the semi-official Reichspost announced today.
The Austrian republic will expire and its place is to be filled by the Federal State of Austria with vastly augmented power and based on the Fascist lines laid down by the Italian regime and its Austrian followers, the Heimwehr led by Prince von Starhemberg.
The new government, it was announced, will take an iron grip on the press, the theatre, and the radio. Plans for an iron-bound censorship were outlined today in the Official Gazette of the Dollfuss government.
Vast powers are to be vested in the Federal President. While ruling through the new constitution, he will have the power to change it when in his opinion an emergency exists.
All legislation will be initiated by the government and the four Councils to be set up under the new constitution will be merely advisory. Only when the government deems it advisable will questions be submitted to the people for ratification.
The government will have exclusive control of all higher institution of learning and the faculties.
