Arab villagers and tribesmen only have benefited from the new grant of pound21000 made for their relief by the Palestine High Commissioner owing to their losses from heavy mortality of livestock in the severe winter and a succession of winter harvests.
In order to enable these sufferers to maintain themselves and their livestock until crops and grazing improve and in order to preserve plough oxen, the High Commissioner decided to give pound16500 for road works in the Jerusalem, western Nablus, Jordan Valley, and eastward from Jerusalem to Tiberias districts, in order to improve rural road communications, and to give pound4500 as forage loans to feed plough oxen so that they will be fit to plough the land for the summer sowing.
