A sensation was created today in European diplomatic circles when it became known that Chancellor Adolf Hitler had appointed Vice Chancellor Franz von Papen, who was virtually ousted from the German cabinet by the blood purge of June 30, as special Minister to Austria with the avowed purpose of solving the almost insurmountable obstacles to peace between Germany and Austria.
